12Eligible Applicants :Applicants must be alumni of a U.S. government-funded or U.S. government-sponsored exchange program.  Project teams must include at least two exchange alumni.  U.S. citizen alumni may participate as team members but may not lead projectsat least two non-U.S. citizen exchange alumni must lead the project.  Applications must be submitted by alumni. Organizations may not apply on their own behalf but may serve as implementing partners.
